AN APPEAL TO BOTH SOUTH SUDAN AND OPPOSITION LAW MAKERS

I would be very grateful if you could take into account if possible everything that wouldn’t give room to take us into a repeat of what we just had. We must have a real foundation this time aim at building a foundation on a solid rock than on loose sand. This will secure south and probably will make it easier to forget the past.

DON’TS

1-Preaching on peace, forgiveness, love, unity, work together name it all will never ever solve our problems unless we act all the above. You can’t pretend to be talking all the above when your heart is darker than the barrel of the gun. Develop the value of each other for each other. Everybody in South Sudan needs a complete about turn. Unless we ow to each other,  our values and respect to each other, south can’t be built on rock even years to come. Don’t force laws but enforce the accepted social norms.

2- When you are thinking of constitutional reforms [amendments], please don’t think in the back of your mind your family, friends, relatives’ tribes and yourself. Think of a virgin nation that never had the chance even to stand leave alone walking. When you strike an idea, think of how it will affect the nation. Compare and contrast any idea that comes to you during this process. It must be a healthy national building undertaking. Always ask yourself whether those ideas benefit the nation.

3- Don’t compromise for the sake of individuals but for the nation.

4-Don’t give room that we shall correct “X” policies as we go along. Every statement or sentences must count. Avoid all jargons or ambiguity. Our constitution should provide everything that we need to reconstruct our country. It will be the best tool to guide us through after all the blood shade.

5-In every country in Africa or third world countries, problems start with the Army. South Sudan can’t be exceptional. There should be no temporary plan for the Army and the following are my inputs:-

1-The name of our Army should be the first thing to think of. This name shouldn’t be affiliated or reference to a party, tribe etc. [we need to change the country’s name too.

2-We must have literate Army that in future can take part in peace keeping missions as well.

3-Professional, small-size and well trained and discipline Army is needed. We shouldn’t use the Army as a dust bin for employment.

4-Both male and female must have equal opportunity.

5- It is very important to consider criminal record and education in recruitment into the Army.

6-Based on my earlier article, we need a formula for all our National Forces recruitment. Bases also in the complexity of our society, our Law Makers must adopt a formula that satisfices the equation for permanent formation of our National Forces in different disciplines

In this view, I should like to suggest the following for recruitment:-

!- The former three Regions Upper Nile, Bahr el Ghazal and Equatoria can be the best bases for the recruitment.

I-Therefore a formula based on this means, 3% of the total army comes from each of the Regions.

For example, if the total number of the Army we need for the country is Y number, then each Region will contribute 3% of Y= 3Y/100

Suppose Y= [300,000] solders

Therefore, each Region will have 3 X 300,000 /100

                                                          =9000 [men and women]

2- If we use the 10 states instead, then each State will contribute 10% 0f the forces.

With Y the total number of solders, then each State will have 10%of Y

Y being 300,000, each State gives 300,000 X10 /100 = 90,000 solders.

In State levels, the 9,000 should be represented by all the tribes in that State. This can similarly be worked out mathematically.

Suppose the State in question has 30 tribes, this will mean 30% of 9,000 must come from each tribe.

This means 30 X9000 /100 =2700 persons.

The formula can then be applied to recruit all other kinds of forces in the country. For example, Games, Prison etc.

I am so sad that the village boy once again is testing the waters of the South after listening to his demons especially the Chief of General Staff of his Army Paul Malong Awan hit again on sensitive issue to divide or derail the peace process. If Kiir is mindful of the suffering of the people, how could he appoint Governor for the so called 28 tribal States he wants to create for the demons? Are Southerners really living or existing to listen to this with no vigorous reaction?  Who on earth can entertain Kiir and his Demons anymore? It is only God who knows where we shall end.

However, I am not worried if my writing remains in the archive. If few Southerners remain, some of them may make use of it
