12 January 2020: A close aid to South Sudan’s opposition leader Riek Machar who asked not to be named told South Sudan liberty news that Dr. Riek Machar is set to return to capital Juba on Monday to continue to negotiate with Kiir about the number of the states and their boundaries.
Machar's close aide who was speaking to SSLN from Sudanese capital on Sunday evening further revealed their chairman is returning to Juba with the invitation of Intergovernmental Authority on Development/IGAD.
“Machar is set to return to Juba on Monday with the invitation of IGAD to specifically attend a meeting on the number of states and their boundaries,” the source said.
According to the source, the talk which is scheduled to take place from Monday 14 -15 January will take place in the presence of South African Deputy President David Mabuza.
SPLA-IO delegations in Juba are expected to present the position paper of SPLA-IO during the two days meeting in Juba, according to the source, other opposition parties will also attend the meeting with the invitation of IGAD.
Last year from State House in Entebbe, President Kiir and Machar agreed to extend to the formation of the Transitional Unity government by 100 days which is expected to expire on 12 February.
There has been an accusation that government forces are not moving to the designated military training centers, according to the agreement between Joint Defense Board all government forces are to vacate civilian residential areas and move to their designated barracks, while the agreement also stated that the SPLA-IO and other armed opposition forces should move to designated cantonment sites.
It is expected the meeting between Kiir and Machar will again be dominated by the issue of training joint unified forces as the two principal parties are under intense pressure not to miss the dateline to form the unity government by February.
