In absolute utter nonsense and contrary to the international recognized Independent Boundary Commission/IBC, President Salva Kiir in an unprecedented decree appoints a parallel commission/Committee to carry on the task of states and their internal boundaries.
The presidential decree is seen as a continuation of Kiir's grip to remain in power, and it is also an absolute abuse of power and an insult to the power of South Sudan, IGAD and the African Union.
The action to decreed an illegal committee parallel to the committee compromises of opposition parties, IGAD, AU, and TROIKA confirmed that Kiir is not for peace, and he is unwilling to accept Dr. Riek Machar as a partner in peace-building. The decree confirmed the long-awaited formation of a unity government by 12 November is indeed in a political coma.
According to the unprecedented decree, Mr. Kiir appoints Dr. Elia Lomoro, Michael Makuei, Dieu Diig as government representatives to the new committee.
While Kiir has no constitutional right to appoint members of the opposition as there is no legal binding that has mandated him to do so, he illegal has appointed the following to the steering committee, Henry Odwar, Angeline Teny and Peter Marcello all three are from SPLA-IO.
Among the South Sudanese opposition alliance, Mr. Kiir appoints, Gabriel Changson Chang, Hussein Abdelbag, Denay Jock Chagor, and Bapiny Monytuil, and Joseph Bakasoro Bangasi.
Mr. Kiir further appointed three members among the former political detainees, this include, Deng Alor Kuol, John Luk Jok, and Madut Biar, whilst Mr. Kiir also appointed three members from within Juba based opposition parties, they are Peter Mayen Majongdit, William Mark, and Martin Tako Moyi.
It is not clear whether the appointed members to the new illegal a committee have been consulted with their parties and it remains to be seen whether the members will take up their new illegal posts.
